I just installed the heatsink fan on my cpu amd 6000+ without the thermal paste. The reason is that i want to?
make sure everything works fine before i put on the thermal. If i put on the thermal paste and for some reason i have to return the CPU, i wont be able to return it, coz the store wont take it back. Is this safe or will i damage the CPU while doing all the testing.

Not a good idea. Thermal paste fills in all those microscopic imperfections on the heatsink and CPU/GPU that can trap air in them and cause a loss in the heatsink's performance. Air is a very poor conductor of heat. Thermal Interface Materials (TIM) can be up to a 100 times greater conductor of heat than air.
However, thermal paste is not near as good of a conductor as copper. Thus, too much thermal paste will hinder a heatsink's ability to cool properly.
