I downgraded my toshiba x205-s7483 laptop from vista to XP, and now my usbs will not work due to MB compatability with drivers.
Anyways, i need usb compatability so that i can hook up my mouse to game with. I am looking at Ethernet-to-usb converters and also PCMCIA-usb converters. Questions is, which will use less battery power on my laptop, so the battery will last longer?

No such thing as Ethernet to USB. Read the description of the product you linked to. It's an adapter for a network cable tester and therefore useless.
Your problem sounds like a driver issue. I would go to device manager and uninstall everything in the Universal Serial Bus controller section, and then restart the computer. When it restarts it will search for the drivers and reinstall them.
That might fix your problem. If that doesn't, you might have to search the Toshiba's web site for XP drivers for your laptop.
