Will a computer case fan cool my graphics card?

Case fan be put on the bottow of my graphics card?
My graphics card is upside down on my computer. It keeps overheating and shutting the computer down by freezing it. If I tape the side of fan to the power supply and let it hang right above the graphics card bottom will it cool it from overheating? I've read from some places that case fans are to push the hot air out. Can it also be used to just blow onto the graphics card?

It might or might not be shutting down because of heat. What type PSU are you using? Is it sufficient for your card?
Another issue is the card draw too much current through the mobo. While voltage is standardized, current is not. That is why MANY cards have supplementary edge connectors because buss power is not enough.
It might even be the cpu that is heating too much, have you done a temp check?
It is strange that they would mount the vid card upside down. An design engineer, heck, even an elementary school kid knows that "heat rises". When a card is on the bottom or the side, it can convect upwards.
HANGING a fan is a BAD idea, what happens if it falls? It can damage other parts in your system and if not grounded properly might be a serious safety issue. Does the cpu heatsink hang downwards too? If so, why not just invert the optical drive and turn the whole case over?
If you have a card that does not have a fan, AND you have an extra slot immediately adjacent to your card, you can add a gpu cooler that will not interfere with convection but takes some of the leat off the card and blows it out a "slot". Most of these do not draw alot of wattage or current and it might be a good solution for you.
Interior "ducting" is a possibility, but most people would wind up making it worse, not better. There are also accessory heatsinks that you can clip on the vid card that are good but I would NOT do it if the card hangs upside down. Again safety if it comes unclipped, and also because heat "rises".
If you put a good card into a mediocre mobo, especially without knowing what you're doing, you will wind up a WORSE system than original, NOT a better one. Upgrading a system is NOT just slapping a part into a slot. That is a SURE sign of a person who does not know about computers. That comment was not directed at you. We see ALOT of newbs giving all sorts of bad advice here.
NO just putting in an accessory fan will NOT help. It will probably make it worse. be careful what you read. MOST people, including those that post at yahooQA are not degreed in IT, have continuous education, certifications or experience in industry.
While you can add extra fans. just drilling a hole and putting one in is NOT the answer. Cases and mobos are designed for AIRFLOW. If you put a fan into the wrong place or it blows the wrong direction it will HEAT your system, NOT cool it because the airfow is interrupted or the convection pattern is wrong within the otherwise closed box.
You CAN consider adding a higher rpm fan into the SAME position or the same rpm fan with a larger diameter. But you MUST make sure you keep the push/pull relationship the same and the airflow upgrade MUST be wise. If you push too MUCH air, wind up bouncing all over the inside walls, creating even more disturbance. Keeping all your internal wiring neatly wrapped and tucked will help airflow a bit. My kisa XPS 720 was just gorgeous inside NO exposed wiring ANYWHERE.
