I believe you may be comparing a 2.5" drive in comparison to a 3.5" drive when you say one is portable and one is external (as they both are external
..)
Portable would be in reference to that it does not require an external power adapter but externals are bigger and require an additional source of power.
Performance wise the external will probably give you better performance as they are cheaper to produce and have a solid stream of power - but in comparison to portability they are a pain to have to plug in everywhere just to access your files on the go.
So the decision is up to you
