The Xeon X5687, the only 3.6GHz model, won't be released until February 2011. It is also 4-core, so you may prefer a 6-core model, which will be available up to 3.47Ghz.
Yes the parts you are talking about will work together. Generally people only use Xeon 5000 series processors on dual processor boards. So in that case take a look at a company like Supermicro or Tyan. All of their boards can be found on their websites.
If you plan on only having one processor and just want the fastest, then you are better off going with a high-end Core i7 or Xeon 3600, even if you don't overclock it. The slightly slower clockspeed (only 1 multiplier, so 134MHz, is negated by the extra two cores. Also at clock speeds that high the returns are much lower in terms of processing time.
