What does a solid amber color light mean on a dell optiplex gx260?
I have a dell optiplex gx260 that will not boot. The power light is a solid amber color.
I have replaced the cpu just yesterday and the power supply is still good.
Also nothing comes up on the screen when i turn on the computer
Solid Amber + No POST is a failure with a critical component
It means there's a failure in either of the Motherboard, Power Supply, or CPU.
Unplug your Power
Reseat the connections to the motherboard from the power supply
Replug power cables in the back and try again
It can't be RAM or you would hear a very loud and prolonged beep if none was detected.
You can try removing ALL connections to the motherboard except the Power Supply and RAM. If the system POSTs, you have a hardware component that is causing a short.
You can also let a monitor be plugged in to verify errors on screen. Remove keyboards all other peripherals.
Call Dell, troubleshoot it to isolate the possible reasons. Buy parts as needed... obviously if you need a motherboard, you might as well upgrade completely. If the parts are only $50... go ahead and get em replaced. Anything over $100 for those old optiplexes and I wouldn't divulge any more than $80 for it...
I would shop the Dell Outlet for a replacement system. There's some pretty nice prices for scratch and dents... 
I don't care about the blemishes of the case, if I need a processor, ram, and hard drive to do its stuff... I'll pay less for the dent. lol, nothing colored markers can't fix now days.

Was the Processor known good in another system?
Did you install the CPU with all of the notches aligned correctly?
If the CPU is not seated correctly and all pins do not align properly, this can cause a "Short" on the motherboard when power is plugged in. Reseat the CPU if you have extra thermal paste, or buy more... and reseat it then.3
If the system cannot POST, it can't boot,, if it doesn't Boot, it cannot initiate the graphics card, this is why you aren't seeing video.
