If connecting a secondry IDE hard drive to a SATA motherboard with converter cable is the HHD speed important?
My IDE drive speed is 7200 rpm, does it matter in regards to the cable I choose?

No its not important only if you want or need the speed of its performance. what you have to check is the jumper to make sure that secondary hdd becomes slave.
