Whats better a regular water cooling kit or a Thermal electric kit.?
which one cools better no matter what temp the room or any place where you have your computer.
Depends on the purpose of the kit. For extreme overclocking, BOTH.
You would use both because the hot side of a TEC needs to be thoroughly heatsinked/cooled to make the cold side efficient. Note again that this is only if you into to really push the hardware in question as TECs get very cold and on a standard (no OC) chip all they will do is create condensation.
For most low to medium clock changes, a water cooling rig is more then sufficient, and with an external radiater you have quite a few veritable options for cooling the radiator including TEC and Freon.
