Cheap Computer Equipment

Ok to make a lone story short my house had a brown out and my pc turned off. So when i got home i turned it back on the pc turned on , all fans work, you can hear the HDD spinning up but it doesn't get to the POST. So i figured CPU was bad so i bought a new CPU, motherboard and memory. Installed them and tried booting with the same results. so i then figured maybe power supply or video card. so i bought new ones of both. Still the same problem. Before i installed the new powersupply and videocard i found out my battery back up was going bad very fast so i figured maybe that killed the pc. So now i have it plugged in to a wall out let with all new hardware ans still no luck.

I have tried booting with minimal configuration. if anyone has any ideas it would be greatly appreciated.
