on the second one(#4) you might consider the fact that your probably getting close if not over the limit on the PSU (known any P4 systems that came/w premium PSU's ?) so don't forget to reevaluate the minimum system requirements for PSU.
#3 oftentimes the voltage listings are right on the PSU...so are those readings the same as what's listed..?
