recently i have bought a 250amp inverter mig welder, it runs off a 20 amp plug, i have a 20amp circuit on my board (inside house) that runs my aircon in the house and supplies power & lights to my shed, what i want to do is run one of my power leads in the shed to another 20A breaker with a 20A plug coming off it just to run my welder, i would assume the wiring from the house breaker board is rated to 20A, now if i do this can i still run other power in shed while welding IE beer fridge/lights or even air con in house, or should i just turn these off while welding, the welder draws 13.6 A when running, i assume the 20A plug on it is just for start up power?
the shed has 4 fluro lights in it, of which i can switch to use 2 or all four, not sure what the fridge or aircon draws from supply
If all you have is a 20A circuit feeding to your shed, then that is all the power load you should run in your shed at one time. If the shed circuit also powers your Air Conditioning (AC) unit, then you will have problems if you try to weld with the AC on.
You are correct in that your welder can have power spikes well over the 13.6A running draw on startup, or when you strike a bead.
You really need to know exactly what other items are on the same circuit as the welder. At best, you will be annoyed by tripping your circuit breaker. At worst you will damage your compressor in the AC unit by running in a low voltage (brownout) condition. It is even possible to overload your circuit and end up starting a fire.
Find a qualified electrician to come and help you evaluated your wiring. If you don't know of an electrician, then you can find references for one at your local home center. You should be able to negotiate a reasonable price if the electrician is going to be in your area. If you are out of his way, because you live in a rural area, then it will cost you more for his time. On any case, it will be money that is well spent, because this is a matter of safety that protects your life and property.
