Generally speaking, when a fan "pushes" ambient air into CPU, it creates more turbulence around sink's blades, which leads to better heat removal and smaller thermal resistance of the sink.
However, the CPU is not only the part of mainboard that needs cooling.There are components of on-board power switcher, memory sticks, and the platform chipset that might run pretty hot. When "pushing" air into the heat sink, the air comes down warm out of fins, and will provide less effective colling of surrounding components. Therefore, if you need some different balance between cooling of CPU and cooling the other mainboard components, you might want to reverse the air flow. In this case the colder ambient air will pass around board components first, warm up, and enter the CPU sink at higher temperature than when "pushed in".
Now to the question regarding the ASUS monster cooler. I would say that your computer manufacturer has run sufficient number of thermal simulations and practical testing to ensure that the whole computer has adequate air flow and all components are already placed strategically such that they will receive adequate cooling over the whole guaranteed range of ambient temperature, with sufficient margins. It is not in their interests to do a sloppy job and deal with massive field replacement.
If you want to repeat all their testing with a new heat sink, or upgrade the system with with some untested power-hungry CPU, or overclock it beyond its limit, you are welcome to try. But then don't complain about some obscure system freezes or BSOD in a warmer summer day.
