I recently purchased this new computer. I wanted to upgrade to a PCI Express Video Card.
I was wondering with the other hardware and given I only have 250 watts of power if that would be enough to support the PCI Express video card?
The Musketeer is correct, with a 250W power supply you'd be able to run low-power cards like the Radeon HD 5450, 4350 or GeForce 210. Those types of cards are great for regular work and watching movies, but aren't designed for gaming. You'd be able to run easier games like the Sims and World of Warcraft ok, but not cutting-edge shooters.
To use a higher-performance PCI-Express card, you'd have to upgrade the power supply. With a 400W power supply you could run entry-level gaming cards, and a 450-500W power supply can handle anything up to midrange cards.
