Cheap Computer Equipment

I have been having some problems with my new PCI TV tuner i bought. Its a Sabrent PCI Tv tuner/Video capture card with remote controll. It works except that when i try to watch TV it is very blurry, and there is a lot of interpherence, yet when i go to record that interpherence goes away, but when i go back to watch the recording the video is fine, but there is no audio, but there is audio when just watching normal TV. I am running Win XP SP2 i have 1,024 mb memory, Intel celeron 3.3ghz processor, and 2 250 gb hard drives. I cannot understand why its doing this, and customer service had not been very helpful. Anyone know why its doing this?
