just got a used laptop and I can't get it to play any cd or mp3 music because it missing the audio hardware. thank you.

There's no such thing as a USB sound card. For laptops, the sound "card" is integrated with the mother board. Check the hardware specifications. Most laptops should have it.
Open Device Manager, look under "Sound, video and game controllers". You should be able to see the sound device listed there. If it's not working properly, you may see an exclamation mark or cross. Download and install the appropriate sound driver from Dell website.
If your laptop has no sound at all, check the settings from Control Panel and "Sound and Audio Devices" to see it hasn't been switched off.
If it is a speaker problem, try using headphones or external speakers. There should be an audio jack with the headphones symbol to plug it in.
Finally, you may be missing a software application to play the mp3 or CD. You can download the free Windows Media Player from Microsoft, or search Yahoo for other free audio players.
